Step 1: Select Collision Patterns from Your TIMS Analysis

Select the Primary Collision Factors (PCFs) and Collision Types found in your SWITRS/TIMS query. Both dimensions drive countermeasure matching: together they pinpoint the right treatment for your specific crash pattern.

How to use: In TIMS (tims.berkeley.edu), run a 5-year query filtered to your jurisdiction. Pull the Primary Collision Factor breakdown and the Collision Type (manner of collision) breakdown. Select every PCF and collision type that appears prominently: especially those driving KSI crashes. The relationship matrix below shows how they interact.

Countermeasure eligibility and CMF values vary by facility type. Select the primary location where these PCFs are occurring.

Signalized Intersection
Intersection controlled by traffic signal. Includes multi-leg, T-intersections with signals.
Stop-Controlled Intersection
Two-way or all-way stop control. No traffic signal present.
Midblock / Roadway Segment
Between intersections on arterials, collectors, or local roads. Includes pedestrian midblock crossings.

Step 4: Grant Eligibility & Application Strategy

Based on your collision pattern and selected countermeasures, here is how these treatments align with available grant programs.

Grant Application Tip: HSIP requires a 90/10 federal/local split. Projects must be identified via crash experience, crash potential, or crash rate analysis (TIMS). Your LRSP or SS4A Action Plan serves as the qualifying safety plan. List all countermeasures with their Caltrans LRSM code (e.g., SI01, R15) and CMF in the application: this is directly used by HSIP Analyzer for B/C calculation.
