Tracy’s KSI rate more than doubled — from 5.54% (2015–19) to 12.08% (2021–25) — a 118.1% increase, the sharpest post-COVID deterioration documented in the region. Volume dropped 24%/yr, but each crash is now twice as likely to kill or severely injure someone. This is not a volume problem — it is a severity crisis with an unambiguous upward trajectory.

Tracy’s Comprehensive Safety Action Plan (CSAP) is pending City Council adoption. Upon adoption, Tracy must complete the USDOT Self-Certification Worksheet to confirm the CSAP satisfies Action Plan requirements. If it does, Tracy can pursue an Implementation Grant directly. If gaps exist, a Planning & Demonstration Grant may be required first.
