LRSP adopted + FY23 SS4A PDG winner — strong Implementation Grant position
Hayward adopted its Local Road Safety Plan (LRSP) in June 2023 with a Vision Zero commitment by 2050. Hayward also won a $3.252M FY23 SS4A Planning & Demonstration Grant for HIN supplemental planning and demonstration activities. This prior SS4A investment positions Hayward to advance directly to Implementation. Complete the USDOT Self-Certification Worksheet to confirm the LRSP (plus any supplemental plans developed under the PDG) satisfies Action Plan requirements.
308 KSI and 53 fatalities — severe and sustained safety need
KSI rate: 10.0% Pre-COVID → 11.1% Post-COVID (+11%). Unlike many Bay Area cities where volume fell, Hayward’s severity escalated even as crash counts dropped. 53 fatalities on city streets across the analysis period. Hesperian Blvd alone: 27 KSI, 7 fatal. Pedestrian KSI rate at 16.2% Post-COVID — one in six pedestrian crashes results in death or severe injury.

⚡ Critical: Confirm LRSP + PDG deliverables satisfy Action Plan requirements
Hayward must verify that its LRSP (adopted June 2023) plus deliverables from the FY23 SS4A PDG ($3.25M) together meet the Self-Certification requirements. If they do → pursue Implementation Grant. If gaps remain → the PDG deliverables may fill them before the May 26 deadline. Optional: USDOT pre-application LRSP review by April 24, 2026.
